Has anyone read this or know if any thought has been given to US citizens residing permanently outside the US? The act states that all Americans will need to have "acceptable" health care insurance, or be subject to additional taxes and criminal penalties.

I read the full bill. US citizens, living outside the US and covered by national health care plans, are deemed to have adequate health insurance. Those not covered by national health care plans will be required to show proof that they have health insurance to meet the standards that will be set down.
